dzhokhar tsarnaev is waking up in a federal inmate with medical needs. he's in a small cell with a sink, a shower, and a small window. his bed is bolted to the floor and the door made of solid steel with a small food slot. he is allowed one hour of recreation each day. >> he is in complete lockdown and no contact with inmates or other staff. >> now a source told nbc news, the older suspect, tamerlan, was captured on a wiretap in 2011 talking to his mother on the phone about jihad. >> why did they kill him? why? the same mother who has been proclaiming her sons' innocence. why didn't the russian share this with authorities until now? >> they are careful about disclosing sources as our own intelligence agencies and there

is a a lot of mutual suspicion. we will take the russian help as much as they're willing to give. >> reporter: we are learning more about the bombs themselves. a new analysis shows the design seemed to follow instructions from "inspire" magazine published using low explosives consistent with commercial fireworks, adding shrapnel and a trigger system crafted from a toy car radio controller. also over the weekend, more tributes to the youngest victim of the attack. 8-year-old martin richard, his little league team painting his name on the field and draping his jersey over the fence, a heartfelt reminder of how devastating this was. now the big question for investigators, did the suspects have any outside help? over the weekend, authorities combed a local landfill looking for the suspect's laptop, trying to trace their trail back and

see who they have been talking to. they never found the laptop. the investigation continues of course. >> jeff, thank you. >> thank you very much. congressman peter king, a republican from new york is a member of the house homeland security committee and with us from bell harper queens. he is checking in on the progress from sandy six months later. good morning to you. >> good morning, savannah. >> we will have more on sandy later on in the show, but i want to talk about the boston bomb investigation and ask you about the reports we know how it is the russians became aware of tamerlan and they wire-tapped him having a conversation with his mother and another person. is that a critical piece of information that may have changed how fbi agents investigated him? have they had that information back in 2011? >> no doubt if the russians are giving the fbi the information they had regarding the mother and the son and their views on the mother's radicalization and the son's radicalization, it would have dramatically changed

the investigation and forced the fbi to go further and get to the bottom more quickly. and possibly head this entire disaster off, yes. are you satisfied with the help the russians are providing now in the investigation? >> no way of knowing. there's no doubt the russians are cooperating more. but the congressman said there is not full trust between the united states and the russians. they don't want to give us information that will give away sources or methods. it's a bit of a dance. they want to give as much as they can which helps them but give us nothing that give us an idea how they do their intelligence so that is -- yeah. >> i'm sorry to interrupt you. on "meet the press" on sunday, you told david you felt the fbi agent who interviewed him in 2011 gave him the benefit of the doubt on too many occasions. what do you mean by that? what specifically? >> i can't tell you specifically. i'm just saying there are two other instances that i thought if the fbi had looked further and if they had realized

how often you find someone having three coincidences regarding possible terrorist activity? i thought they were too quick to close that out and as far as more on going to the local mosque and just checking him out. a lot more than they did. to me it was enough smoke there whether or not there was fire, there was enough smoke that that investigation should have kept more active. >> really quickly, rather than someone radicalized these young men, do you believe they had outside help in terms of either training or financing? >> i think they have to. i have no evidence of it, but when you find this many bombs put together so well like getting all the equipment and all of the devices and assembling it, it's difficult to believe two people could have done that on their own living in a tiny apartment with his wife and daughter and the other brother going to school. too much is perfectly synchronized for this just to be two guys doing it on their own.

i believe that there had to be some sort of facilitation and possibly coconspirators. no guarantees, but if i had to bet, one way or the other, we will find that other people were involved. >> good to have your perspective, sir. thank you very much. matt? a new suspect charged in connection with the ricin-tainted letters to president obama and other officials appears in federal court today. pete williams has the newest developments. pete, good morning. >> matt, good morning to you. the man who will stand before a federal judge will be formally charged and is the second person arrested in the case. the first suspect has been released with his charges dropped. investigators say their relationship is a part of the case. >> reporter: federal prosecutors now accuse a former martial arts instructor, 41-year-old james everett dusky of tupelo,

mississippi, containing the deadly poison ricin to the white house and senator roger wicker of mississippi. both letters were stopped at federal mail screening centers where the hazardous contents were detected. dusky was arrested over the weekend after federal agents spend days searching his house. law enforcement officials said they found traces of ricin in his possession but he has insisted he had nothing to do with the letters. did you ever handle ricin? >> hold on a second. no. i wouldn't recognize ricin if i saw it. would you? >> reporter: 12 days, the fbi arrested another man, paul kevin curtis and charged him with mailing the poison. they said the wording of the ricen letters had many of the same phrases that curtis was used online and to congress claiming a experience to sell human body parts on the black market. the charges were dropped when searches turned up not a trace of ricin in his possessions. he said someone framed him, copying his writing style.

the time is 7:26. good morning. i'm jon kelley. detectives on the hunt for whoever stabbed an eight-year-old girl to death in her northern california home. authorities going door to door in valley springs checking storage sheds, horse stables and even checking attics. investigators following leads in all over the area while more evidence is being collected inside of the home. the girl's principal says everybody at the school in a state of shock. >> leila was bubbly, vivacious, a great student. every time, whether i passed her just coming on to campus or whether i was in the classroom

>> massive fire was burning most of the morning. 200 firefighters there trying to contain this. >> we were very fortunate we didn't lose the entire community. >> reporter: sandy's 70-mile-an-hour winds whipped the fire from home-to-home, unable to cross 12-foot flood waters, firefighters could only watch as their own homes burned to the ground. by the time the firestorm was over, 126 houses had been destroyed. >> the biggest fear was somebody was going to die and being the decision-maker, i wanted to make sure nobody died because of a bad decision that would have come from this fire house. >> reporter: six months later, nearly 500 homes have been destroyed or slated to be demolishedsh leaving an eerie quiet where a violent community stood for generations. >> one of the people, a friend

7:56. good morning. i'm jon kelley. more questions and concerns over those faulty bolts over the new bay bridge. the san francisco chronicle reporting the new span has more than 1200 bolts made from material nearly identical to one that has been banned. the bolts were banned by a national transportation agency because, yes, they can crack. the bay area congresswoman says she has some security concerns with the u.s. coast guard as sequester cuts forced the guard to draw down patrol. the department of homeland security says $295 million is being slashed in the coast guard's budget. congresswoman, jackie spears, says that is a security concern, because it is now forcing the coast guard to cut patrols around potential terror targets like the golden gate and bay bridges. she is also hoping the cuts will provide an opportunity to streamline service. right now, let's check in with

rockaways and willie. >> reporter: thanks a lot. a lot of coastal communities were devastated by hurricane sandy. this is the rockaways, queens, new york, specifically. bell harbor. this is a lifetime resident here and president of a local charity called the gray beards. thanks for being with us. for people who don't know, besides being a championship basketball team which is what the t-shirt is for, what are you guys up to? >> the gray beers are a group of guys connecting by basketball and we formed a not for profit in 2001. our mission statement is to help our neighbors in time of need. prior to sandy, we helped several hundred families and we were in a position to have an impact on the community. thanks to generosity and thousands of people and publicity through tv, we were able to raise over a million dollars and we have given out to other people. >> i'm amazed with the speed in

which you moved this money to people. there is no burocracy. >> pretty much everybody in the id prioritize certain thingswe and looked at the elderly and the handicap and more need than others. everybody needed something, but they wrote in and told us their story. we met weekly and decided who would get a grant. >> as someone who lived her his whole life, you all have taken gut punches over a few decades. 9/11 was cruel to the area and two months later the plane crash right behind us and now sandy. how do you hold up through all of that? >> i don't know. 9/11 we lost over 70 people from this community. we lost five residents and hundreds of people on the plane. sandy, we lost eight people.

thankfully we lost eight people. you would think with the devastation we would lose a lot more. ry lucked out that more people didn't lose their lives. >> what do you want people to know that you are watching. what do you need? >> the biggest problem we have here is when i talk to friends of mine who don't live here, are things getting back to normal? they are nowhere near normal. the economy is suffering and small businesses are really hurting. the people, everybody is fixing up homes. when you drive to the streets, they will be like all of this neighborhood is back the way it was. if you drive up and down the block, you see construction vehicles. on the beachfront, you see the destruction in the homes, but what we need is people not to forget us. we need people especially this
